The Project

The Zaragoza Tram project has its origins in the Zaragoza Council Sustainable Mobility Plan, whose objective is to meet all transport needs in the city - while respecting the environment, the urban landscape and the cultural heritage of Zaragoza.

It arose from the need to equip the city with a complete transport network in response to the evolution of the city, in addition to supporting the growing population, geographical expansion and satisfying the needs of the people of Zaragoza in terms of travelling around the city in a safe, quality and efficient way.

With its daily service, the tram is showing that it covers all the requisites of the Sustainable Mobility Plan. The co-existence of various means of transport in Zaragoza and the various links between them has led to a new form of civic participation, what with comfort and flexibility having improved for the users who need public transport in the pursuit of their day-to-day activities.

Fulfilment of objectives

The objectives of the Sustainable Mobility Plan are being achieved thanks to what the tram brings to this plan. They are aimed at:

  • Making Zaragoza a reference point for sustainability in Spain, thanks to the Mobility Plan started by the Council.
  • Bringing the city into line with other European cities that have opted to implement a sustainable transport plan.
  • Promoting the link between the different forms of transport in the city, thanks to its compatibility and the ease of access to the other means of urban transport.
  • Improving alignment between them, with concurrent stations or stops.
  • Encouraging civic participation in the use of public transport.
  • Respecting the aesthetics, environment and traditional values of Zaragoza despite the changes that may occur on the streets of the city.

Advantages of the Zaragoza Tram

  • The Zaragoza Council Sustainability Plan encourages the development and improvement of the quality of life of its residents, aiming to achieve a better city that is closer and more committed to the environment. A city for the people.
  • It respects and contributes to the improvement of the surroundings as it reduces the number of vehicles and, therefore, pollution in the city.
  • The changes that Zaragoza is experiencing are leading to a street-level renovation to complement the aesthetics of the city.
  • It offers its users a high quality service, given that the compatibility of the various means of transport provides the city with better links and allows movement from one area to another in less time.
  • It generates wealth for Zaragoza, in addition to favouring employment as its implementation has meant the creation of jobs.

Public-Private Partnership (PPP): Los Tranvías de Zaragoza

The PPP is comprised of Zaragoza Council, as a public body, and the members of the Traza consortium.



Traza is: TUZSA, CAF, ACCIONA, FCC, Ibercaja and Concessia.

  • TUZSA provides the regular urban transport service for travellers in Zaragoza city and several rural neighbourhoods. It is the largest private company providing this type of bus service in any Spanish city.
    The wealth of experience and success of TUZSA guarantees the best response to the new challenges of the future and the achievement of excellence in its objectives, such as the continuous search for improvement and innovation.
    The company's business development has run in parallel with the growth of Zaragoza - both as a city and demographically - in such a way that it has always responded through constant evolution and updating to meet the mobility needs of the city.

  • Construcciones y Auxiliar de Ferrocarriles (CAF). It's main activity is the design, manufacture, supply and maintenance of rolling stock for the railway industry. It has a wide range of integrated products and services for high speed, urban (underground, trams, light rail and local trains) and regional transport and locomotives, and has trains that are running in over 20 countries. R&D and creation of its own technology have become the added value of this company. The growth in awarding railway contracts on a national and international scale has provided CAF with hands-on experience to act in a consortium for the integral management of projects. Such is the case of Seville, where the company participated in the establishment of the first underground line with Dragados.

  • Acciona is one of the largest business corporations in Spain and a leader in the promotion and manufacture of infrastructures, renewable energies, water and services. It is among the top world managers in terms of number of projects and volume of business. Furthermore, Acciona has wide-ranging experience in the concession of trams, as, for example, in the case of Baix Llobregat (Trambaix) and Glòries-Besòs (Barcelona) trams.


    FCC is the acronym for one of the top construction and services groups - both in volume of business and profitability - and its growth strategy has traditionally been orientated towards diversification. As with Acciona, FCC has great experience in railway (such as the Madrid-Barcelona and Zaragoza-Huesca lines) and tram (such as the Parla Tram) infrastructures.

  • Ibercaja. Its objective is to promote, safeguard and administer savings, with the intention of contributing to socio-economic development in the areas where it works in conditions of maximum safety for depositors and the institution, through good investment, management or administration of the financial resources entrusted to them. The results obtained are destined for the allocation of reserves and the creation and undertaking of works of social interest, particularly in the fields of education, social welfare, research, culture, public health and other strategic actions that boost and encourage socio-economic development in the local area of operations.

  • Concessia is the leading investment company in concessions run by financial entities, totally independent of any group directly related to the construction sector. It mainly participates in infrastructure and public works projects, including hospitals, roads, airports, police stations, buildings for Public Administration use, community housing, etc.
